Now this only happens in IE7 and FF 3.5.x however in IE8 it simply doesnt redirect them to the Terms of Use Agreement page, it takes them directly to http://orlandoech.com/blog/wallpapers which I dont want.
It's working for me in FF 3.5.5. Do you have cookies enabled?

Yes I do, it was doing this in IE7 and FF 3.5.4
See its doing it again for me in FF and IE 7, Ive tried it from 3 diff PC's at work, clearing cache/cookies/etc before going to my site and closing all IE/FF sessions and it still does it.

would it be better to NOT have the Wallpapers page the Parent for the "terms" page and just make the page Private so it doesnt appear as a link in my blog?
It's working for me in IE7 and Windows FF. I don't think moving the terms page would make a difference, because I'm redirecting to the terms page based on the page id, not the URL. If you'd like to move it though, don't make it private or users won't be able to access it. In order to hide it from the nav use the Exclude Pages plugin. I don't have IE8 installed anywhere at the moment, but will work on getting that installed too.
