The Formidable Forms is a great plugin but I don't know what to change so that when someone enters info into the required field, then clicks the (Join) button, the target page opens up in a separate window, instead of taking them there and away from the current window.

Please advise how I change the target setting. Thanks.

I'm not sure on this either, but I don't think it's a feature that will be added since the target attribute is no longer valid HTML. Sorry!
