When a form is submitted, who can see the form data on the WP Admin side? I need to be able to assign project managers to clients and have them be able to see the data a specific client submitted via various forms.

You can set which users roles have permissions to:

 

This isn't specific enough to specify which entries other users can access beyond just determining if they can or cannot access the entries as a whole. Sorry!
